Investment Policy Certification Program

The purpose of this program is to provide assistance in developing investment policies suitable for public funds that fully comply with the Texas Public Funds Investment Act (PFIA). GTOT’s Investment Policy Committee provides professional guidance in developing an investment policy and recognizes outstanding examples of written policies. 

A Certificate of Distinction is awarded for those policies that meet established criteria.  The Certificate is awarded for two years and then may be renewed upon review.

Entities wishing to submit their policies should complete the Checklist in order to ensure that all requirements for GTOT certification are included. In addition to the checklist, the GFOA Sample Investment Policy can be referred to for format and language guidelines. We encourage you to submit your policy for certification during, or prior to, your annual review process in order to allow time to consider recommendations that may be offered by the Investment Policy Review Committee before submitting it to your governing body for adoption. Please allow a minimum of 6-8 weeks for results of the review.

The initial certification fee is $100 for GTOT members and $175 for non-members. If rejected, amended policies may be re-submitted within six months free of charge. Certification is valid for two years. Since the Public Funds Investment Act is subject to change every two years, you are encouraged to re-submit your policy every two years. If re-submitted within six months from expiration, the re-certification fee is $75.

Please complete the Application and Checklist and submit them, along with your policy, via email to GTOT@unt.edu. All documents must be submitted in Microsoft Word .doc format. Paper copies are not acceptable. Checks should be made payable to GTOT, or Government Treasurers’ Organization of Texas, and mailed with a copy of the application. Credit card authorization forms must be submitted by fax only.

The review and renewal review submission window is Jan. 1 to Aug. 31 every year. No policies will be accepted between Sep. 1 and Dec. 31.
