    Dallas Area Rapid Transit Authority

    As Dallas Area Rapid Transit (DART) Assistant Treasurer, Beverly leads a professional team responsible for federal grants and investments. Prior to her employment at DART, she worked for Trinity Metro and served in various capacities in the areas of charter sales, customer service, procurement, grants, and budgeting. Beverly received a Bachelor’s of Business Administration in Marketing from the University of Texas at Arlington and is a Certified Public Funds Investment Manager and Certified Public Finance Administrator. Beverly currently serves on the Federal Reserve Corporate Payments Council and the Board of Directors for the Association of Public Treasurers of the United States and Canada.

    City of Arlington

    Ethan Klos is the Treasurer for the City of Arlington. He has been with the City since Aug 2009. As Treasurer, Ethan is responsible for the Cash management, Debt financing, and Investments of the City’s portfolio. Other responsibilities include managing the banking relationships, credit card acceptance, capital budget, hotel occupancy tax program, and working closely with economic development. Prior to joining the City, Ethan had worked for a number of Fortune 500 companies in their Treasury departments beginning at Dell Computer in 1995. Ethan holds an MBA in Finance from Southwest Texas State University (now Texas State University – San Marcos) and a BS in Radio-TV-Film from the University of Texas, Austin.

    Treasurer - Heather Hurlbert,

    City of San Marcos

    Heather is the Director of Finance for the City of San Marcos. She began her career in the private sector in 1994 and has worked in the life insurance, manufacturing, food and beverage, financial services and public accounting industries. She began her career with the City of San Marcos in 2009 as the Assistant Director of Finance and was promoted to Director in 2013. Her primary areas of supervision at the City include General Ledger, Accounts Payable, Accounts Receivable, Cash Management, Purchasing, Financial Reporting, Utility Billing, and Mail Services. She is responsible for coordinating, preparing, and producing the annual operating and capital budget, as well as a multi-year financial plan. Heather holds a Bachelor’s degree in Business Administration from the University of Texas San Antonio, the designation as a Certified Government Finance Officer, and is a Certified Public Accountant. She also serves as the President of the Schertz Youth Soccer Alliance and treasurer for Boy Scout Troop 343 in Selma.

    City of Austin

    Belinda Weaver is the Assistant City Treasurer for the City of Austin where she manages the City’s $3 billion investment portfolio and comprehensive cash management program. Belinda has over 11 years of public service with the City of Austin, all of which has concentrated in the City’s Treasury department. Prior to the City of Austin, Belinda was employed with a regional financial institution, where she worked as a bank underwriter. Belinda earned a Bachelor’s of Business Administration from the University of Texas at San Antonio.

    Immediate Past President - Myra Conklin,

    City of Plano

    Myra Conklin is the Treasurer for the City of Plano where she manages the City’s $425 million investment portfolio, and is responsible for cash management, the debt management program, administering the City’s hotel/motel occupancy tax program, unclaimed property less than $100, and other activities. Myra began her career with KPMG in auditing and worked several years in internal audit for various banks. She then switched to public service and worked for Plano Independent School District where she performed demographic and boundary functions along with being the Budget Director. Myra earned a Bachelor’s of Accountancy from New Mexico State University and is also a Certified Public Accountant.

    Director - Julie Taylor,

    Town of Flower Mound

    Julie Taylor is the Director of Treasury Operations for the Town of Flower Mound and is responsible for managing a $150 million investment portfolio and a $160 million debt program along with overseeing the Utility Billing, Meter Services and Municipal Court operations. Prior to joining the Town of Flower Mound, Julie gained governmental experience with the Oklahoma State Treasury as a staff accountant and the City of Denton as the Senior Utility Accountant. During her 20 years at Flower Mound, she has also been involved in the budget and accounting processes. She is a graduate of the University of Oklahoma with a BBA in Accounting and is a certified public accountant.

    Director - Vicki Rodriquez,

    City of Roanoke

    Vicki is the Director of Fiscal and Administrative Services for the City of Roanoke. She is a local government finance professional with 20+ years of experience in finance administration, strategic financial planning, effective operations management, budget preparation, and comprehensive financial reporting. Broad knowledge in general ledger, financial statements, financial analysis, budgeting, forecasting, project management, cash management, debt management, internal/external reporting and internal auditing. Primary areas of supervision include the Finance department, Municipal Courts, Utility Billing, Marketing and Purchasing. She’s responsible for coordinating, preparing, and producing the annual operating and capital budget process, as well as a multi-year financial plan. In addition, she coordinates the annual audit process with internal staff and external audit team. Vicki holds a Bachelor’s degree in Business Administration from the University of North Texas with a minor in marketing and computer science. She obtained the designation as a Certified Government Finance Officer through GFOAT in 2004.

    City of Euless

    Diana is the Budget Treasury Manager for the City of Euless. She has been with the City of Euless for 17+ years where she started her local government profession and has excelled through the years. She began as an Accountant, moved up to Senior Accountant within 3 years and later became the Budget/Treasury Manager, which she currently now holds. She has broad knowledge in accounts payable, accounts receivable, payroll, general ledger, cash management, operations budgeting, personnel budgeting, and treasury management, where she is currently responsible for managing a $90 million investment portfolio. Her primary area of supervision is payroll. In addition to preparing the budget, she assists in preparing the comprehensive annual financial report. Diana holds a Bachelor’s degree in Business Administration from Texas A & I University in Kingsville, now part of the Texas A & M system. She is a certified Public Funds Investment Officer and member of the American Payroll Association.

    Director - Rhonda Daugherty,

    City of Pearland

    Rhonda is the Assistant Director of Finance for the city of Pearland. Previously, she served as the Director of Finance for the cities of West University Place and Baytown. She also served as the Treasurer for the city of Baytown and spent a few years as an auditor at Ernst & Young. After a brief retirement from the City of West University Place, she served as the Management Analyst in the finance department at Augusta-Richmond County, a consolidated city/county government in the state of Georgia. She has over 20 years of experience in multiple areas of finance administration including budget preparation, treasury and debt management, operations management, financial reporting and financial policy development. Primary areas of supervision include the finance department, utility billing, purchasing and municipal court. Rhonda holds a Bachelor of Science degree in Accounting from the University of Houston – Clear Lake. She is a Certified Public Accountant, Certified Government Finance Officer and a Certified Public Manager.

    Killeen ISD

    Cedric is the Controller for the Killeen Independent School District. He began his career in the public sector in 2009 as an Investment Officer for Air Force Services Agency and then an Investment Officer for the City of San Antonio. In 2012 he began work as the Treasurer for Austin Independent School District (ISD); after two years in the Treasurer position, he moved on to his current position as Controller at Killeen ISD. His primary areas of supervision at the District includes Accounts Payable, Payroll and Treasury Departments. His additional duties as Controller also include Cash management, Debt management, and Investing the District’s portfolio. He is also an Adjunct Economics Professor at Central Texas College. Cedric holds a bachelor’s degree in Business Administration from Bellevue University, a Master of Business Administration from West Texas A & M University, he holds the designation of Certified Treasury Professional (CTP) and Registered Texas School Business Administrator (RTSBA). He has previously served on the Federal Reserve’s Secure Payments Task Force – Steering Committee representing the Government Sector and currently serves on the Board of Trustees of Lone Star Investment Pool.

    UNT Center for Public Management

    Patrick is the Director for the Center for Public Management at the University of North Texas. Prior to joining CPM, he was a Vice President at Southwest Securities, responsible for providing municipal bond underwriting and financial advisory services to public entities in Texas. Patrick has over 20 years experience in public funds management in Texas, including 12 years as Administrator of LOGIC and 5 years as part of the TexPool management team. Patrick has frequently spoken on investment management, disaster recovery planning, computer security awareness, and technology related issues for such organizations as the Dallas Association for Financial Professionals, the Government Treasurers' Organization of Texas, the Texas Association of Counties, and the Texas Association of School Business Officials. He received his undergraduate degree in finance from Texas State University in San Marcos. He received his Master of Business Administration degree and his Master of Science in Information Assurance degree from the University of Dallas, designated as a Center of Academic Excellence (CAE) by the National Security Agency (NSA) of the Department of Defense (DoD) and Department of Homeland Security for the Information Assurance (IA) program. He was selected as one of the Dallas Business Journal's "Business School All-Stars for 2006".
