    Heather is the Director of Finance & Procurement for the City of Corpus Christi. She began her career in the private sector in 1994 and has worked in the life insurance, manufacturing, food and beverage, financial services and public accounting industries. Prior to joining the City of Corpus Christi she spent 11 years with the City of San Marcos, first as the Assistant Director of Finance and then Director/CFO. Her primary areas of responsibility at the City of Corpus Christi include Financial Reporting, Accounts Payable and Receivable, Cash and Treasury Management, General Ledger, Grant Management, Procurement, Debt Management, and Economic Development. Heather holds a Bachelor’s degree in Business Administration from the University of Texas San Antonio, the designation as a Certified Government Finance Officer, and is a Certified Public Accountant.

    City of Austin

    Belinda Weaver is the Treasurer for the City of Austin where she manages the City’s comprehensive cash, debt, and investment programs. Belinda has over 15 years of public service with the City of Austin, all of which has concentrated in the City’s Treasury department. Prior to the City of Austin, Belinda was employed with a regional financial institution, where she worked as an underwriter. Belinda earned a Bachelor’s of Business Administration from the University of Texas at San Antonio.

    Vice President - Cedric Menchion MBA, MSFE, CTP,

    Coastal Bend College

    Cedric is the Vice President of Finance and Business Operations for Coastal Bend College. He began his career in the public sector in 2009 as an Investment Officer for Air Force Services Agency and then an Investment Officer for the City of San Antonio. In 2012 he began work as the Treasurer for Austin Independent School District (ISD); after two years in the Treasurer position, he transferred on to Killeen ISD as the Controller for over five years. He is also an Adjunct Economics Professor at San Antonio College. Cedric holds a bachelor’s degree in Business Administration from Bellevue University, a Master of Business Administration, and a Master of Science in Economics & Finance from West Texas A & M University, he holds the designation of Certified Treasury Professional (CTP) and Registered Texas School Business Administrator (RTSBA). He has previously served on the Federal Reserve’s Secure Payments Task Force – Steering Committee representing the Government Sector and the Board of Trustees of Lone Star Investment Pool.

    Travis County

    Reagan Grimes is the Investment Manager for Travis County. He has been with the County for 10 years. As Investment Manager he is responsible primarily for the management of the County’s cash and investment portfolios. Prior to joining the County, Reagan worked in the retail investment and banking/credit union industries. Reagan holds a bachelor’s degree in Agricultural Economics from Texas A&M University.

    Secretary - Dwight Burns,

    Dallas Area Rapid Transit Authority

    Mr. Burns joined DART in 2015 and has over 20 years of wide-ranging experience in public finance. As treasurer, he serves as director of investment fund management, debt administration, and grant management for the agency. Previously, he worked as a municipal bond investment banker and financial advisor for several major Texas governmental entities. From 2009 to 2011, Mr. Burns served as executive director of the Texas Public Finance Authority (TPFA), helping to represent the State of Texas with Wall Street capital markets. He led the issuance of over $2 billion in bonds to finance capital needs and other programs for 23 state agencies. As director of TPFA, he was also responsible for managing bond proceeds, making debt service payments, and monitoring compliance for over $4 billion in state debt. Prior to his service at TPFA, Mr. Burns worked for over eight years as a vice president/senior analyst with Moody’s Investors Service. As a public finance bond analyst, he led the issuance of credit ratings for several large muni bond issuers, including Houston, Dallas, Austin, Fort Worth, Oklahoma City, etc. In addition to his public finance work, Mr. Burns also served as a policy advisor with the Austin City Council and as an analyst for the Texas Senate Research Center. Mr. Burns is a sixth-generation Texas native, with a B.A. in Government from the University of Texas at Austin and a Master of Public Affairs from the University of Texas’ LBJ School.

    Ethan Klos is the Treasurer for the City of Arlington. He has been with the City since Aug 2009. As Treasurer, Ethan is responsible for the Cash management, Debt financing, and Investments of the City’s portfolio. Other responsibilities include managing the banking relationships, credit card acceptance, capital budget, hotel occupancy tax program, and working closely with economic development. Prior to joining the City, Ethan had worked for a number of Fortune 500 companies in their Treasury departments beginning at Dell Computer in 1995. Ethan holds an MBA in Finance from Southwest Texas State University (now Texas State University – San Marcos) and a BS in Radio-TV-Film from the University of Texas, Austin.

    Director - Vicki Rodriquez,

    City of Roanoke

    Vicki serves as the Chief Financial Officer for the City of Roanoke. She is a local government finance professional with 30+ years’ experience in finance administration, human resource administration, benefits administration, strategic financial planning, effective operations management, budget preparation, and comprehensive financial reporting. Broad knowledge in general ledger, financial statements, financial analysis, budgeting, forecasting, project management, cash management, debt management, internal/external reporting and internal auditing, procurement, policy administration, and benefits administration. Oversees Finance Administration, Budget, Purchasing, Human Resources, Municipal Court, Utility Billing Customer Service, Special Events/Marketing, and Information Services. Responsible for coordinating, preparing, and producing the annual operating and capital budget, as well as a multi-year financial plan. In addition, she coordinates the annual audit process with internal staff and the external audit team. She holds a Bachelor’s degree in Business Administration from the University of North Texas. She is a Certified Government Finance Officer through GFOAT, and has served on the Board of Directors for the Government Treasurer’s Organization of Texas for many years.

    Director - Diana Ayala,

    City of Euless

    Diana is the Budget Treasury Manager for the City of Euless. She has been with the City of Euless for 21 years where she started her local government profession and has excelled through the years. She began as an Accountant, moved up to Senior Accountant within 3 years and later became the Budget/Treasury Manager, which she currently now holds. She has broad knowledge in accounts payable, accounts receivable, payroll, general ledger, cash management, operations budgeting, personnel budgeting, and treasury management, where she is currently responsible for managing a $130 million investment portfolio. Her primary area of supervision is payroll. In addition to preparing the budget, she assists in preparing the comprehensive annual financial report. Diana holds a Bachelor’s degree in Business Administration from Texas A & I University in Kingsville, now part of the Texas A & M system. She is a certified Public Funds Investment Officer and member of the American Payroll Association.

    Rhonda is the Director of Finance/CFO for the City of Cleburne. She has over 25 years of experience in multiple areas of government finance administration including utility billing and customer service, municipal court administration, budget preparation, treasury and debt management, operations management, financial reporting and financial policy development. Rhonda holds a Bachelor of Science degree in Accounting from the University of Houston – Clear Lake and a Master of Public Service and Administration from Texas A&M University – Bush School of Government and Public Service. She is a Certified Public Accountant, Certified Government Finance Officer and a Certified Public Manager. She has served in various committee positions for the Government Finance Officers Association of Texas and a board member of the Gulf Coast Government Finance Officers Association. Rhonda is married with four grown children, their significant others and two adorable grandchildren.

    Lisa Williams was promoted as the Cash and Debt Administrator for the City of Arlington in February 2023. As the Cash and Debt Administrator, Lisa is responsible for the administration of the City’s debt, investments, financial policies, and disclosures. Lisa has been with the City’s Finance department since October 2014 and her past roles consisted of being a Treasury Analyst and Senior Budget Analyst. Lisa’s experience includes administration of cash management, cash handling training, banking relationships, payment processing, and tax collections for hotel occupancy tax, short term rentals, and franchise fees. Prior to joining the City’s Finance department, Lisa worked for the City’s Parks and Recreation department as an Assistant Facility Coordinator in 2008. Lisa has earned certification as a Government Financial Officer (CGFO) and Certified Treasury Professional (CTP). Lisa holds a master’s in business administration from University of Texas, Arlington (UTA), and a bachelor’s in business administration from Texas Christian University (TCU).

    Patrick is the Director for the Center for Public Management at the University of North Texas. Prior to joining CPM, he was a Vice President at Southwest Securities, responsible for providing municipal bond underwriting and financial advisory services to public entities in Texas. Patrick has over 20 years experience in public funds management in Texas, including 12 years as Administrator of LOGIC and 5 years as part of the TexPool management team. Patrick has frequently spoken on investment management, disaster recovery planning, computer security awareness, and technology related issues for such organizations as the Dallas Association for Financial Professionals, the Government Treasurers' Organization of Texas, the Texas Association of Counties, and the Texas Association of School Business Officials. He received his undergraduate degree in finance from Texas State University in San Marcos. He received his Master of Business Administration degree and his Master of Science in Information Assurance degree from the University of Dallas, designated as a Center of Academic Excellence (CAE) by the National Security Agency (NSA) of the Department of Defense (DoD) and Department of Homeland Security for the Information Assurance (IA) program. He was selected as one of the Dallas Business Journal's "Business School All-Stars for 2006".
